Napolcom welcomes Nartatez’s move to recall Torre’s reassignments
MANILA, Philippines — The National Police Commission (Napolcom) welcomed the move of acting Philippine National Police (PNP) chief, Lt. Gen. Jose Melencio Nartatez Jr., to recall the controversial reassignments of senior police officials made by former chief General Nicolas Torre III.

Napolcom Vice Chairman and Executive Officer Commissioner Rafael Vicente R. Calinisan commended Nartatez for enforcing Resolution 2025-0531 nullifying the PNP reshuffle. The resolution cleared that while the power to designate, assign and re-assign Police Commissioned Officers to third-level positions was on the Chief PNP under section 26 of RA 6975, the call to review, approve, reverse or modify such acts still rests with Napolcom.
The resolution was signed by Local Government Secretary Juanito Victor C. Remulla, concurrent ex-officio chairman, along with Commissioners Calinisan, Beatrice Aurora A. Vega-Cancio, Ricardo P. Bernabe, and Josephus G. Angan. Torre did not sign the document.
“This move of the new PNP Chief highlights his respect for institutions and the system of checks and balances enshrined in the Constitution. This is a good sign of things to come. The Napolcom pledges 100 percent support to the leadership of Lt. Gen. Nartatez. Truly, Nartatez is the best choice to be the next PNP Chief,” Calinisan said.
The Napolcom chief also welcomed Nartatez’s move to relieve BGen. Jean Fajardo as PNP spokesman, emphasizing the importance of aligning the post with the Public Information Office. Nartatez said that Fajardo was currently detailed with the Directorate for Comptrollership and therefore not in the proper office to serve as spokesman.
